On 20 May 2025, Foundation FSSC published Version 2.0 of the FSSC Development Program.

Reasons for Program Revision
As a leading brand in Food Safety Management Systems, FSSC runs the Development Program to support small and medium-sized enterprises (SMEs) and their customers in the supply chain in achieving a conforming food safety system. Following extensive multi-stakeholder input, including a global survey in 2024, the Program has been updated for the following principal reasons:
- To extend the Program’s scope to include Category I: Packaging.
- To adjust the conformity assessment duration for better suitability to smaller organizations.
- To offer enhanced support to participating SMEs through guidance documents, training, and webinars.
- To increase the Program’s awareness and visibility.
- To strengthen acceptance of the Program among specifying organizations and large buyers.
As of 1 June 2025, organizations can be assessed against Version 2.0 of the Development Program. Conformity Assessments against Version 1.1 are possible until 31 May 2026.
Main Changes in Program Version 2.0
- Transition to a single conformity level aligned with the current Level 2 of Version 1.1
- Implementation of a full HACCP system aligned with ISO 22000, including Critical Control Points (CCPs) and Operational Prerequisite Programs (OPRPs)
- A shift from a question-based to a requirements-based document structure
- Removal of duplications and clarification of documentation requirements
Guidance and Transition to Version 2.0
To support a smooth transition, the Foundation has published:
- A detailed Version 2 Upgrade Process document outlining the transition steps
- A change-highlighted version of the Development Program document comparing V1.1 and V2.0
